Come ogni anno, il Parlamento pubblica i redditi dei deputati. Apparentemente sembrerebbe una giusta iniziativa, ma non so perché non mi convince. Forse perché non mi interessa niente della coreografia (che macchina ha Tizio, Caio ha venduto la barca...) e vorrei invece avere in mano l'Unico di qualcuno di loro per studiarlo con calma. Come vorrei sapere chi ha usufruito del condono fiscale. Nulla di male s'intende, una semplice curiosità, più di sapere il tipo di auto posseduta dal tal deputato.
I giornali naturalmente approfittano della pubblicazione di questi numeri per fare un po' di classifiche e imbastire qualche storia.
Tipo quella del deputato più povero, l'avvocato vicentino Pierantonio Zanettin, che ha dichiarato al fisco 6.219 euro. Lui ha spiegato che ciò è stato favorito dall'aver usufruito della Tremonti bis acquistando il nuovo studio. E su questa notizia qualche giornalista spiega la cosa in modo abbastanza inesatto. Come quello di Repubblica.it che mette in bocca all'avvocato un'affermazione singolare "ho beneficiato della Tremonti Bis e di un abbattimento fiscale di 235.000 euro, da cui il rimborso". Quale rimborso con la Tremonti? Mah!
Secondo Repubblica l'avvocato si esprimerebbe, fiscalmente parlando, in modo inappropriato, mentre il Corriere della Sera riporta la dichiarazione in modo ineccepibile, parlando di "detassazione".
A parte questo, il caso è interessante perché per la prima volta (credo) si rende pubblico con un esempio l'effetto di questa norma: da un reddito di 285mila euro si passa a 6mila euro. Viene dimostrata l'inutilità della Tremonti bis come manovra per favorire gli investimenti e contemporaneamente la perdita di entrate fiscali che procura che procura all'erario. Basta pensare alle imposte dirette risparmiate dall'avvocato Zanettin e allo scarso "moltiplicatore" del suo investimento. Certo, la congiuntura è stata sfavorevole, dirà qualcuno. Se non ci fosse stato l'11 settembre, l'Afghanistan, l'Iraq, la Tremonti bis avrebbe avuto ben altri effetti per la nostra economia. E maggiori milioni di entrate fiscali in meno.
